The Northern Dimension Partnership in Public Health and Social Well-being (NDPHS) is a cooperative effort of 13 governments, the European Commission and eight international organisations, and provides a forum for concerted action to tackle challenges to health and social well-being in the Northern Dimension area and foremost in North-West Russia.

The EU Green Paper on Territorial Cohesion emphasises uneven access to health serviceas as one of the main obstacles to territorial cohesion. At  the same time, the EU Green Paper on Workforce for Health calls for a transnational debate in order to stimulate coordinated approaches. In this framework the expert group on Primary Health Care (PHC) of the NDPHS decided in May 2008 to develop a project that would aim at the promotion of equitably distributed high quality primary health care services in the Baltic Sea Region in order to increase the cost-efficiency of the public health system and more efficiently counteract
communicable diseases as well as health problems related to social factors.
