In cooperation with the Landgesellschaft Mecklenburg-Vorpommern, s.Pro has been contracted by the SEBco Lead Partner, the Ministry for Labour, Building and Regional Development, for the overall project coordination of the SEBco project. Within this cooperation, s.Pro was responsible for the management of the Russian SEBco part, which is funded by the EU-Tacis programme and follows a different set of rules and procedures. Furthermore s.Pro coordinated the activities of work package 4, promoting transnational cooperation between innovative SMEs from the South East Baltic region.

  • Agree with Russian project partners on activities, outputs, timetable, budget, etc.
  • Prepare Tacis project partner contracts
  • Develop Tacis implementation guidelines and advice Tacis project partners on procedures & rules
  • Assist Tacis and WP 4 project partners in organisation of project activities
  • Ensure that activities in line with overall aim of SEBco project
  • Monitor project progress (content, timeliness, quality, etc.)
  • Ensure communication with EU Delegation Moscow on behalf of Tacis lead / project partners
  • Ensure a fast and swift internal exchange of communication between all SEBco. project partners
  • Prepare WP4 INTERREG project activity progress reports based on project partners input
  • Prepare Tacis project progress and final reports (activity, financial) based on project partners input
  • Ensure Financial Management of project according to EU rules (manage separate Tacis project account, cash flow management, financial control, invoicing, etc.)
  • Evaluate and assess project activities in Russia in view of SEBco best practice handbook and policy recommendations
  • Evaluate and assess project activities within WP4 in view of SEBco best practice handbook and policy recommendations
  • Assist SEBco lead partner in disseminating project activities/results to other BSR regions via pan-Baltic organisations

SEBco is a follow-up project of the BSR INTERREG IIIB project "South Baltic Arc", which was completed in May 2005 and was likewise led by the Ministry for Transport, Building and Regional Development Mecklenburg-Vorpommern (Germany).

The South-East Baltic Sea Region, the so-called "South Baltic Arc", is characterised by medium-sized cities lying in the "development shadow" of large growth centres such as Berlin, Warsaw, Vilnius and Riga. The regions' urban centres, therefore, do not profit adequately from this prosperous development, but are constantly loosing functions and population. Hence they do not give impulses to the South Baltic Arc, which is suffering from post-socialist transformation problems, negative migration processes, limited financial and human capacities and weak transport systems.

The project objective was to enable medium-sized cities to become motors for regional development in the South Baltic Arc. 

To achieve this objective, an inter-institutional and international approach was used:
  • The core partners, regional administrations, regional development agencies, business associations and universities possess expertise in all aspects of regional development. Additional competence can be found in-house or in closely related organisational units. Thus, SEBco generated results that exceed expectations from traditional monosectoral approaches.
  • All regions in the South Baltic Arc have to deal with similar development problems. SEBco provided an arena for experts and stakeholders to exchange existing experiences and to discuss new approaches within the South Baltic Arc and beyond. Furthermore, it linked small and medium-sized enterprises (SME). On this basis, innovative planning tools and model solutions were developed.
