Baltic Sea Region Climate Change Adaptation Strategy

Total budget:
€ 2,8 M
Project duration:
2010–2013
Topic:

Maritime policy and blue growth

The Baltic Sea Region (BSR) countries are all threatened and concerned by climate change. It will influence precipitation amounts and patterns, lead to an increase in terrestrial and ocean temperatures and a rise in sea levels. The resulting changes will jeopardize the integrity of the ecosystem and increase risks caused by natural disasters. There are good experiences of adaptation in the region but they are somehow fragmented and do not acknowledge the fact that the Baltic Sea is a specific eco-region.

Baltadapt developed a BSR-wide climate change adaptation strategy. This truly transnational strategy focuses on the sea itself and its coastline. While it is understood that such a strategy cannot be adopted by Baltadapt, the strategy has prepared the ground for a political endorsement. Complementing this main output, the project achieved the following results:
  • Improved knowledge base: A knowledge brokerage process between political decision makers and researchers leading to improved institutional capacity. A new Baltic Sea Region subsection in the European climate change adaptation portal Climate-ADAPT was established as a hub for decision makers from the Baltic Sea Region.
  • Action plan promoting the implementation of the Baltadapt strategy by proposing recommended actions and guidelines for climate change adaptation in the Baltic Sea Region.
The partner consortium under the leadership of the Danish Meteorological Institute (DMI) brought together a mixture of federal policy institutions tasked with dealing with the topic of climate change and research institutions with the proper expertise in climate change science.

In close cooperation with the client and the lead partner, s.Pro was responsible for the coordination and management of the overall project development process including:
  • Translating the problems into a fundable project theme
  • Developing the project outline
  • Developing a comprehensive partner network throughout the project area
  • Coordinating the development of the project workplan and budget
  • Preparing and submitting the project application in due time and form
s.Pro served as the External Project Coordination Office (EPCO) for the Baltadpt project and supported all 11 project partners in the implementation of the project. More specifically, s.Pro was responsible for the administrative and financial management as well the communication activities of the overall project.

This involved the following activities:
  • Consultation of project partners on Programme rules and procedures
  • Support in the establishment of the contractual framework of the project
  • Organization of several project workshops and conferences
  • Ensuring coherence of project activities with objectives
  • Establishment and maintenance of the project website baltadapt.eu
  • Preparation of project related presentations and info materials, e.g. Baltadapt Climate Info bulletins
  • Editing and layout of the main outputs, the Baltadapt Strategy and the Baltadapt Action Plan
  • Financial Management and coordination of the overall project budget
  • Regular reporting to the JTS on the technical and financial project progress
